You will not be billed for anything if you didn't explicitly sign up
for billing. In order to be billed you would have to:
a) accept the new terms
b) go into billing settings
c) enable billing
d) set a daily budget $0
I'm assuming you haven't done this, so you don't need to be worried
about billing. If your app goes over quota, Google isn't going to
bill
you, they'll just throttle access to your app. They can't (yet) read
the credit card information from your wallet..
If you want to disable your apps, even if you can't delete them, I'm
sure you can do something with your code to disable them. But what
harm are they doing?

You acknowledge and agree that any credit card and related billing and payment information that you provide to Google may be shared by Google with companies who work on Google's behalf, such as payment processors and/or credit agencies, solely for the purposes of checking credit, effecting payment to Google and servicing your account.
