Alex, in the console, can you look under "Source Code/Releases/Update 
Pipeline" to see how push-to-deploy is configured? (the documentation is 
here https://developers.google.com/cloud/devtools/repo/push-to-deploy. We 
are making updates to match the latest UI)

I’m pleased to announce that PDF invoices are now available for Google 
Cloud online accounts. 

How to access PDF invoices

   - 
   
   Log onto cloud console, select a project, click billing
   - 
   
   Find the month you are interested in from the “transaction history” (you 
   may need to edit the date range in the upper right)
   - 
   
   On the summary row for the month click the download icon and choose 
   'pdf' or 'csv'
   
Are PDF invoices available for past bills?

   - 
   
   Yes, invoices are available for all the past months under “transaction 
   history”
   
Can I download PDF invoices for premier accounts?

   - 
   
   Premier accounts already receive invoices in email or postal mail. In 
   the future we will also add the capability to download invoices from Cloud 
   Console for premier accounts. 
   
Have other billing questions?

   -

I confirmed with our billing engineers, new payments should go through 
successfully now. Some older failures are still trickling back in from the 
system - resulting in the emails. They will retry the failures in the next 
couple of days to clear the failure status. Your service won't be shut off 
in 30 days. If you continue to receive failure messages after the next 
couple of days, please file a support ticket

Update: Our billing team has found the issue and fixed it. New charges 
should succeed now. Our engineers are looking into retrying/recovering the 
failed ones. As usual, your feedback on the forum is helping us to improve
