It's a weird one having two accounts, not sure if I should deploy to my 
personal account or my apps one, but hey ho, guess it doesn't matter really

I had the same problem.  The problem was my application ID finished by
a number (ie: fooapplication2).  I created a new application without
any number in the ID and the problem disappears...

I'm also having this issue. Has anyone reached a solution?
I have my app running at faabric.appspot.com and google hosted
services setup for faabric.com. My google address is a developer and
so is jar...@faabric (the administrator) yet I still get this error
when I try add it from appengine or my account management panel.

Any help appreciated.

In my case the problem was that I created the app using auth from an
Google Apps hosted domain. An app using auth from an Google Apps
domain can only deployed to this domain, I think.

getting the same error. So it is not because of billing. I've also
ensured that the app domain email I signed in with was added as a
developer on my application, just in case that was a problem. And I
double checked the app domain user I sign in with is an administrator.

Anyone else having this issue?

I too am having this same problem installing my GAE App on the Google
Apps for Domains site.  Like Abner, I tried both methods of
installation. And got the same message:

"You do not have the permissions necessary to install this
application."

I also posted this question on the App Domain site.  Someone directed
me to this group, so I thought I'd chime in.  When they say I don't
have permission to install this app, are they saying my domain account
doesn't have permission? (it is the admin) or the account on the GAE?
(it's the developer so I assume it has the proper permissions...)

That shouldn't be the case, I just tried this on a domain of my own
with an App Engine application that I've turned billing on for and it
worked.

To add it, did you start at the App Engine console, or from within the
Google App Dashboard for the domain you wanted to add it to?
