The App Engine billing is messed up (I really think they just merged the code from the Google Wallet tested on Google I/O 2013 registration to the App Engine billing system). I'm having the same problem. I keep getting emails from Google saying that the charge is declined by the bank. The billing history shows the charge was attempted and then cancelled. The bank says the charge was never attempted based on their records. When I used the same card to pay through Google Wallet, the first attempt did not succeed, but the second one did. I'm just worried that the application will be disabled if this is not sorted out on time.
