Even with billing enabled, if your daily budget is at 0, you will have the same problem. Can you confirm if the daily budget is setup to a number and not fully filled? From what I understood, under the free trial, anything above the free daily quota would be taken from the $300 credit. (with budget set to 0, which was the default. Again, in the trial, I assumed this value didn't matter at all) Under the free trial, we went over a quota (instance hours I think) but the quota details page never showed anything on the new dashboard BUT there was a message on the old dashboard! I've never had a quota issue since turning to full billing, as if we hit the quota, with the budget set, that's OK. But I'm sure the quota details page doesn't really give you any proper feedback, with it saying okay despite being over or close to the quota limit. We hit issues using the free trial, and had plenty of credit. Also, all quotas in the dashboard said OK. We have now turned on full billing.
