Bug description:
  [Impact]

  Currently the DKMS package fails to install in supported custom
  kernels that are based on 4.11 or 4.13. That includes the current 4.11
  hwe-edge and the upcoming 4.13 hwe-edge kernels and some of the custom
  and cloud kernels as well.

  [Test Case]

  Install the DKMS package with the 4.13 hwe-edge kernel from -proposed.
  The package installation should proceed without any errors.

  [Regression Potential]

  Although new patches were added, the regression risk is very low since
  the new changes are conditionally compiled based on the kernel
  version.

  Besides that the new package was tested with the following kernels in
  an amd64 environment:

  - linux-generic 4.4
  - linux-hwe 4.10
  - linux-hwe-edge 4.11
  - linux-hwe-edge 4.13 (from xenial-proposed)

Impact:
   The upstream process for stable tree updates is quite similar
   in scope to the Ubuntu SRU process, e.g., each patch has to
   demonstrably fix a bug, and each patch is vetted by upstream

The latest Xenial daily build has the required changes, serial 20210127

http://cloud-images.ubuntu.com/xenial/20210127/

The vmdk and ova were both validated in the following way:

1) downloaded vmdka and ova from http://cloud-images.ubuntu.com/xenial/20210127/
2) launch virtualbox
3) select Add and choose the vmdk
4) give unique name (xenial-jchittum-test) and ensure linux ubuntu is chosen 
for OS info.
5) Go to settings, and set a serial port (file) and added a working cloud_init 
(sets ubuntu password and imports my launchpad id)
6) boot image
7) check `cloud-init status`, `systemctl is-system-running`, `uname -a` to 
ensure the services are up, running, complete, and correct kernel is up
8) quit and terminate VM
9) Import .ova
10) repeat steps 4-8

Images were found to generally be working and the required change was
found in our build logs
