As an Orthodox Jew who lived many years in Brookline, MA, which has a very large, mixed Orthodox community (Modern Orthodox, Yeshivish, Chassidishe), I can tell you a couple of things. First, re inappropriate material, many Orthodox parents don't want their kids reading a lot of the secular fiction because of inappropriate material; take the infamous and extremely popular _Captain Underpants_ or _Goosebumps_ as examples. There's a lot of bad behavior masquerading as Just Plain Kids and Normal Family Life. They read fiction by Orthodox writers instead, trading off writing quality for lifestyle and values. Second, many Orthodox kids spend much, much more time in school and doing homework because they have full English and full Hebrew programs. They have little time for recreational reading. Third, many Orthodox families are large and the parents don't have time to ferry kids to the library, especially when school might not get out until 4 pm or even later. Kids use school libraries and the Internet for research. Fourth, being Orthodox takes a lot of time, between synagogue and communal obligations and large families, so the parents don't have much time for recreational reading, and we also don't like reading stuff about people with lifestyles that we find lacking (i.e., murders and romances (blatant sex or sex outside of marriage). Plot lines often revolve around the results of poor decision-making. When you grow up learning or learn as an adult to live more thoughtfully, reading about poor choices isn't particularly interesting or fun. Also, recreational reading is considered bittel zman, a waste of time that could be used for learning Torah or doing good deeds like visiting or making a meal for a sick friend. There's also a huge amount of Torah-true material on many subjects including fiction being published. Besides the formal Jewish libraries in the largest synagogues and cities, many communities have informal libraries (in my very small (Jewishly speaking) town the Mikvah has several shelves of books that women trade) or individuals pass books around. Lastly, outside of huge Orthodox communities like Munsey, NY or Brooklyn I don't think you recognize most Orthodox Jews anyway. The majority don't look Orthodox. If public libraries are responsive to the interests of their users and potential users, then those located where there are significant numbers of Orthodox Jews will provide materials by Orthodox publishers. This is true in Cleveland, where the public libraries in Jewish neighborhoods do a very good job in meeting their users' needs. These needs also include information service. The public libraries here are heavily used by Jewish students doing homework assignments, research papers, etc. These students include kids from Orthodox day schools. Russian language materials are also available, mostly for adults. Likewise, those in Hebrew and Yiddish. Joshua Sharf is right that for halachik material, day school, yeshiva and synagogue libraries are best. For virtually everything else, a good public library will serve Orthodox members of the community just as they would other groups. Cleveland has an incredibly rich array of library materials and services and here, at least, Orthodox Jews can take for granted that their library needs and interests will be met in the public as well as in the Judaica libraries. I work part time at the Jewish Public Library and my other part time at McGill University. The Jewish Public Library in Montreal, Canada, is a vibrant, active and wonderful library that serves the needs of the wide community. On a typical day, you can see Sri Lankan people, Chinese children and boys with peyes and tzitsis enjoying our services and collection. Because we are in a very multicultural part of the city, and in the middle of one of the Jewish Orthodox enclaves, the Library is well used by everyone. To cater and attract the Orthodox community, we at the children section, purchased every single book available from the orthodox press, like Feldheim, CIS, Hachai, etc. as well as every single book, from any other press where it is a Jewish topic. We have videos, tapes and CD's on all the Jewish issues. The orthodox community use the Library because is the ONLY library where they can find what they need and what they want their kids to read. Every Yom Tov, we have a display of books, videos and tapes on the subject. On Sundays, in our free story time program, patrons know that every Holiday they can enjoy stories and arts crafts related to the subject. We try to have books that will appeal to the Orthodox community in different languages: English, French, Hebrew and Yiddish, sometimes even going out of our way in an effort to locate books, like a little Hasidishe bookstore to find books published in Yiddish from Israel. We have knowledgeable staff (and some of them Orthodox) attuned to their needs and concerns. Our patrons know that when they ask us for a book suggestion, we will always offer them a title that is suitable, and we will advice them about a title that could be offensive to their points of view. In conclusion, the orthodox community, especially the children, are voracious readers as many of them don't watch tv. The library needs only to offer them the materials they are looking for and they will become big user. I see it every day. I second what Hanna Geshelin states about frum Jews and library patronage. I will not add significantly to her remarks, (since she thoroughly covers the situation) but just note these observations from my eight years of personal experience as a librarian in the Brookline Public Library: A large percentage of the modern and haredi (if I must label) community did frequent the library with their children. Many parents from both these groups expressed concern with the quality of children's and young adult literature and felt that they had to read (or thoroughly preview) a book before allowing their children to read it which, of course, takes a lot of time when everyone is so busy nowadays. The library did have about a couple strictly frum books which were heavily circulated. There are a handful of a families that no longer go to the library because most of the material is shund (literary trash).
