I found the cause of the problem. SASL libraries didn't installed in my 
environment. It seems SASL libraries became required for building the native 
libraries by HDFS-10450. After installing Cyrus SASL, the native build 
succeeded.

Hi [~liuhongtong], thanks for filling this! Just take a quick look, current 
change won't fix this. {{currentQuotaUsage}} won't get ns quota value of 
subclusters. It's constructed by following codes:

if (hasQuotaUnSet) {

set. Then we do the initial setting.
 One better way is that we invoke update operation {{this.rpcServer.setQuota}} 
in {{RouterAdminServer}}, not in {{RouterQuotaUpdateService}}.

Correct. [~andrew.wang] did the revert, tracked by HDFS-12457, sees not have 
been reverted from branch-2.

I can see 2 options here for a closure
 # Reverted this from branch-2, another review on HDFS-12459 and decide if it 
can be committed to trunk and branch-3. (A polished patch was posted in 
HDFS-12459, [~shahrs87] did the review and gave his +1, but he did not commit 
:P. FYI: we have been using the patch in our cluster for over more than 8 
months now, it works fine.)
 # If no body else wants this, I am OK to do a complete revert in branch-2 and 
close HDFS-12459 as not to fix.

I am fine with either way and can help to move forward, but I guess 
[~andrew.wang]/[~shahrs87] need to provide their opinion.
