For whatever it's worth, according to the Yiddish wikipedia entry (http://yi.wikipedia.org/wiki/%D7%91%D7%A8%D7%A1%D7%9C%D7%91), it's spelled ברסלב but pronounced Braslev. (under dot), בראסלעוו. This is indeed a horrible question, because: Our usual authoritative source for place-name romanizations, ha-Entsiklopedyah ha-'Ivrit, gives Bratslav, which you might think would point to Braslav. But I'm pretty sure that in all the vocalized texts I've seen, and these pretty much all come from the Haside Breslev, it's vocalized as Breslev.
