Chicago conference in 2000
and, the following year, invited Anwar Ibrahims wife, Dr Wan Azizah Ismail
instead.
Is Kabbani maybe trying to get back at ISNA for overshadowing him?

Ekoran kenyataan akhbar Berita Harian bertarikh 24 April 2000
berkenaan "Pas tidak tepat janji-Hanya bersetuju bayar gaji 60 hari
cuti bersalin",berikut adalah penjelasan berkenaan pekeliling Pejabat
Setiausaha Kerajaan Bil 8 Tahun 2000.
1.Kemudahan Cuti bersalin 90 hari merupakan satu kemudahan
yang menepati dengan segala peraturan-peraturan berkaitan
dengan kemudahan cuti bagi penjawat awam sebagaimana
Perintah Am bab C iaitu Perintah Am 25 Bab C-cuti bersalin,
Perintah Am 26(a),(b),(c)-Cuti bersalin 5 kali,Cuti Menjaga
Anak, dan Cuti Isteri Bersalin.
2.Kerajaan Negeri Terengganu sekarang masih menerimapakai
kesemuaperaturan yang ada berkaitan dengan cuti bersalin
dan juga cuti isteri bersalin sebagaimana pindaan kepada
peraturan tersebut sepertimana Pekeliling Perkhidmatan Bil. 2
Tahun 1998.
3.Bagi melaksanakan kemudahan ini,pegawai/guru wanita diberi
opsyen tambahan 30 hari cuti bersalin dimana cuti ini
direkod sebagai cuti menjaga anak(cuti tanpa gaji)
Kerajaan Negeri telah bersetuju membayar gaji penuh 30 hari
tambahan cuti pegawai/guru wanita tersebut dan bayaran
tersebut dikira sebagai Elaun Khas Bersalin.
4.Didalam keadaan sebenar,pegawai/guru wanita yang menerima
opsyen ini akan menerima pendapatan 90 hari bergaji penuh.
5.Bagi Cuti bersalin,seseorang pegawai lelaki secara automatik
akan diberi Cuti Tanpa Rekod selama 3 hari untuk membantu isteri
bersalin sebagaimana Perintah Am 26(c).Kerajaan negeri bersetuju
memberi opsyen tambahan 4 hari cuti menjadikan 7 hari dimana
Elaun Khas Isteri Bersalin akan dibayar pada hari-hari didalam
tempoh opsyen tambahan 4 hari tersebut yang diambil daripada
cuti rehat yang yang berkelayakan atau cuti tanpa gaji sekiranya
cutirehat tidak berbaki.
6.Kemudahan cuti ini secara opsyen kerana ianya melibatkan perkiraan
pencen
sebagaimana perkara 98,Perlembagaan Persekutuan dimana ianya adalah
dibawah bidang kuasa Kerajaan Persekutuan.

GROZNY, Russia, Dec 1 (AFP) - Hundreds of Russian
soldiers have been killed in battles between federal
troops and Chechen fighters, military officials in the rebel
capital said on Wednesday.
Invading federal troops lost 70 armoured vehicles in
intense clashes around the town of Argun, eight
kilometres (five miles) east of Grozny and Alkhan-Yurt, the
same distance southwest of the capital, said Chechen
General Aslambek Arsayev.
Chechen casualties were light, the general said. It was
not possible to independently verify the report although
Russian officials confirm fighting is currently raging in the
Argun area.
Chechen guerrillas are in the fifth day of a counter-attack
focused on districts east of Grozny, a thrust Russian
troops have struggled to counter.
According to Chechen military sources, the towns of
Noibyora and Novogroznensky seized in recent days
remain in rebel hands, despite Russian claims to have
retaken the latter.
Meanwhile, Chechen special forces have surrounded
former Grozny mayor Bislan Gantamirov, who returned to
his homeland to lead a pro-Moscow force of Chechens
against the separatist authorities.
Gantamirov, tapped to become the head of a pro-Moscow
Chechen administration, is currently encircled in the
village of Gekhi, around 20 kilometres (12 miles)
southwest of Grozny, said Aslambek Ismailov, a military
aide to Chechen President Aslan Maskhadov.

Chechen offers 'Allah's protection' to Russian
deserters, POWs
GROZNY, Russia, Nov 30 (AFP) - President Aslan
Maskhadov on Tuesday urged Russian soldiers to leave
Chechnya or give themselves up, promising deserters
and prisoners of war "Allah's protection."
"Soldiers and officers, I address you as a former Soviet
army officer. I call on you to leave your units in Chechnya
and go home, or come over to our side," Maskhadov said
on rebel television.
The Chechen leader said between three and five Russian
soldiers deserted to the Chechen side each day, a claim
that was impossible to verify.
However, the Maskhadov appeal likely went unheard by
most federal soldiers serving in the breakaway Russian
republic.
And most ordinary Chechens will have missed the
broadcast unless they have access to a generator to
power television sets, Russia having cut electricity, gas
and water supplies to the renegade province on October
1.
Maskhadov was an artillery colonel in the Red Army,
returning to his native Chechnya following the break up of
the Soviet Union.
The Chechen leader used his military experience to
mastermind the guerrillas war which inflicted a series of
humiliations on Russian forces and saw Grozny secure
de facto independence from Moscow after a 1996 truce.

NEAR ACHKHOI-MARTAN, Russia, Nov 22 (AFP) - A rebel
Chechen officer said Monday that some 200 Russians
were killed in an ambush last week and showed AFP a
video of at least 43 bodies in Russian military uniforms.
The 32-year-old unit commander, who gave his name as
Rustam, told AFP his troops ambushed a group of
Russian soldiers conducting a reconnaissance mission
in the hills of Chechnya's Makajoi region, near the
Chechen-Dagestani border.
"We tried to capture them by ordering them to throw down
their weapons, but they opened fire on us and we killed
them, taking two hostages," Rustam said.
The officer, who reports to Chechen field commander
Shirvany Basayev, brother of Islamist rebel leader Shamil
Basayev, said Chechen fighters killed almost all the
Russian troops in the raid and took a total of 12 prisoners.
In the video seen by AFP, the faces of the Russian bodies
were of men aged 20 to 25.
Chechen military sources said the dead Russian soldiers
pictured were only some of the approximately 200 men
killed in the raid.
Two Russian hostages were shown in the video
recording, saying they entered the Makajoi region to
destroy Chechen arms and ammunition storehouses.

Chechen envoy says Russians kill 5,600 in campaign

PRAGUE, Nov 15 (Reuters) - Russian attacks on the rebel province of Chechnya
have killed 4,000
civilians and about 1,600 Chechen troops, a senior Chechen official said on
Monday.
Ilyas Akhmadov, considered foreign minister by the Chechen leadership of
President Aslan Maskhadov,
said the civilian deaths resulted from the Russian bombing of towns and
villages and ``shooting just
about anything that moves.''
Akhmadov, on a private visit to Prague, called on the United Nations to
intervene to bring about
negotiations on a peaceful settlement with Moscow.
``Nothing can come out of peace negotiations (just between Russia and
Chechnya). We need a third
party who would be able to help us with the result of peace negotiations,''
Akhmadov told a news
conference at Radio Free Europe headquarters in Prague.
He said he had received the casualty information personally from Maskhadov two
days ago.
Moscow launched a military campaign against the breakaway province eight weeks
ago, saying it aimed
to eradicate Islamist ``terrorists and bandits'' it blames for recent bomb
blasts in Russian cities.
Russian leaders have said they would not stop the campaign until it had
brought the entire rebel region
under control.
Reports from Chechnya have said many civilians have been the victims of
Russian bombing attacks,
and an estimated 200,000 refugees were fleeing the fighting, mostly into
nearby Ingushetia in the North
Caucasus.
Akhmadov said peace talks should result in a commission with the participation
of the UN security
council, which would investigate the bomb attacks in Russian cities.
The commission should create a mechanism for the removal of Russian troops
from Chechnya, and
create a demilitarised zone, he said.
The Czech Foreign Ministry has stressed Akhmadov was in Prague purely on a
private visit at the
invitation of Czech non-profit organisations, and that Czech officials had no
plans to meet him.
Last week, Russia formally protested to the French ambassador in Moscow about
Akhmadov's visit to
the Foreign Ministry in Paris, saying the visit could cloud relations between
France and Russia.

UNITED NATIONS, Nov 5 (AFP) - Three Muslim countries on
Friday demanded the UN Security council discuss the
humanitarian situation in the Russian breakaway republic
of
Chechnya.
It was the first time Muslim nations had made such a
request since the Russian military onslaught against the
republic bega, diplomats said.
Russia is opposed to such a discussion.
Bahrain's Ambassador, Jassim Buallay, asked during
closed-door consultations that the findings of a
humanitarian mission recently in Chechnya be presented to
the Security Council.
Gambia, Malaysia and, to a lesser extent, Gabon have
backed the request.
But Russian representative Andrei Granovsky said the
issue
was not on the Council's agenda, and that Chechnya was
Russia's internal affair, the diplomats said.
Other Council members did not express any view.
Russian tanks and soldiers entered Chechnya on October
1, the first such ground invasion since the two sides'
brutal
1994-96 war that claimed 80,000 lives and destroyed the
republic's infrastructure.
Grozny claims independence from Moscow to this day,
although its sovereignty has not been recognized by any
other country.
Over the last days, the world's attention has turned to
the
refugee crisis sparked by the Russian offensive.
Nearly 200,000 people have already fled the fighting into
neighboring regions of Russia, prompting Moscow to issue
orders sealing off the border last month.

From staff and wire reports CHECHNYA-INGUSHETIA BORDER, Russia (CNN) -- With Russian warplanes still pounding suspected rebel targets in Chechnya, Russian authorities on Friday pledged "full security" to refugees who returned home to "liberated Chechen villages" in the war-town region. But for every refugee waiting on the Chechnya-Igushetia border to go back home, 10 more waited in the cold rain on the other side to flee their shellshocked homes. They fled fighting between Russian troops and Islamic militants who have operated out of Chechnya since the 1994-1996 war that left Chechnya essentially in their control. Russian officials said planes had made more than 100 sorties in the last 24 hours, killing 100 rebels and damaging their bases and camps. With the Russian army now in control of the northern third of Chechnya, Emergency Situations Minister Sergei Shoigu urged Chechens to return home. "The government will guarantee full security to people who return to liberated Chechen villages," he said, adding that Russia planned to set up well-protected camps to accommodate the returnees. 'It's impossible to stay in the village' The Russians insist they are not targeting civilians, but on the road into Ingushetia, 10,000 refugees filled a seven-kilometer (four-mile) line to safety. "It's impossible to stay in the village," said Tatyana Durchiyeva from the village of Arshty. "You can't let your cow out. The (Russian) soldiers steal everything ... They drink vodka and trample our vegetable plots with their tanks." Russian troops are engaged in a full-scale offensive against the militants who have twice invaded the neighboring Russian republic of Dagestan. Russia's aim, it says, is to crush the rebels -- whom it also blames for a series of deadly bombings in Russia -- and bring Chechnya fully back into Russian control. Chechnya gained de facto independence following the 1994-1996 war, which ended with a humiliating Russian withdrawal from the breakaway republic. Border controls still tight Some 200,000 people have fled the region since the Russian offensive began September 30, the vast majority into impoverished Ingushetia, where overburdened authorities are nearly unable to accommodate them. A spokesman for the U.N. High Commissioner for Refugees said the agency is planning to send more convoys of aid to the area,including shipments of winterized tents. "It looks very much like some of these people will be spending the winter in tents," said Kris Janowski. Ingushetia President Ruslan Aushev toured the border checkpoint with Shoigu on Thursday, where they were accosted by angry refugees who wanted to return to Chechnya in search of missing relatives. Russia closed the checkpoint last week and reopened it on Wednesday. Russia insisted they had relaxed the border restrictions, but CNN's Steve Harrigan reported that crossings were slow and tedious. Russian soldiers called out the names -- one-by-one -- of those who would be allowed to re-enter their homeland. After several hours Friday morning, only three or four buses had crossed into Ingushetia, and three or four others into Chechnya, Harrigan said, reporting from the border.
