You would also need an Edition of the DirectX 9.0c SDK
as well if you want to compile the shaders.

The combination I use is (in order of installation)

Visual Studio 2005
Visual Studio 2005 SP1
Windows SDK for Windows Server 2008 and .NET Framework 3.5

However, you may not need all of that for making a mod, I just have
that set-up because I happen to write other Windows applications too.
However our mod compiles fine with the above set-up.

As far as I am aware, If you own a full professional edition of Visual
Studio (2005 or 2008), you do not require any additional SDKs (they were
installed when you installed Visual Studio)This is also the case if you are
using Visual C++ Express 2008

You only require the additional SDKs if you are using Visual C++ Express
2005
