The combination I use is (in order of installation) Visual Studio 2005 Visual Studio 2005 SP1 Windows SDK for Windows Server 2008 and .NET Framework 3.5 However, you may not need all of that for making a mod, I just have that set-up because I happen to write other Windows applications too.
