It's nothing new really.
But as suggested years ago it might be good to give modders a heads up a day or 
two before hand about engine changes so they can at lease figure thier stuff 
will break.

You can put them in your normal skins location, but it won't
make any difference -- skins are client-side, not server-side. The
clients will download them, but the choice to use them is entirely
theirs. Witness the high-def pack and the Cold Fusion skins as
proof.

see I don't think css is going to be released but I still have hope since
