I run both Linux and Windows servers, and hence subscribe
to both lists.  In the Linux list you'll see posted logfile exerpts,
error messages, core dumps, stuff the dev team can use to fix a
problem.  You'll also see troubleshooting steps taken, various
library versions that Source depends upon, etc...

In the windows list you see "Fix this."

I suspect the problem has been so long in the offering
because Valve can't reliably reproduce it.  Help them.  They're
a small team, why not put the event logs and any Dr. Watson's and
server logfiles on a webserver and help them out by providing the
information they need to start working the problem?

"Fix this" leaves a lot of leeway in isolating the problem.
Without repeatable results, Valve would have to guess at the cause
and risk ruining all servers with their attempted fix.  I don't
think any of us want to go down that road.

Forward the IP addresses to Alfred directly with an explanation.
Most DSL and cable companies use DHCP to hand out addresses, so they'll
change every few days if a user resets his modem and lets the lease time
expire.  However, there are ways to track this and stealing Steam ID's
is likely in violation of his ISP's Terms of Use, so Valve will have
leverage to use on the ISP to get those logs and find the miscreant.
Valve can then ask that a static IP be assigned for a short time to get
this user's technique captured via a packet sniffer or the like.
The local ISP now has leverage on the miscreant -- disconnection of
service followed by a $75 re-connect fee as a new user if he wants
new service, and of course there's no discount rate at that time.
It's really up to the ISP, but you'd be amazed at how much fun most
network engineers consider it to mess with hackers and script kiddies
so I suspect Valve will have full cooperation.

PB as it has a better track record especially since you cannot download an
earlier version of the code from 1000x places on the internet.

I haven't had a problem with VAC sticking since they were having the DoS
problem on one of the Master servers.  SteamID pending issues went away for
me with the release of de_nuke.

Still see hackers copying other people's SteamIDs.

 Restarting the server application doesn't fix the bug, so you have to
restart the entire computer which also runs other servers.  So all of those
people get kicked as well.

Probably because either they're aware of the bugs and have yet to fix them (or 
maybe cant without a larger update in the works, or because they can not 
successfully and repeatedly reproduce them.  Though I do recall a few comments 
month back relating to this topic I think from Alfred, so i doubt they are 
completely oblivious to the issue.
Probably think it's better to say nothing then to comment on it, of course 
that's where in most cases they have a history of usually being wrong.

Ya know, I find it odd that Valve never responds to any of these particular
complaints with VAC disabling & the steamid bug which plagues anyone.

Why is that?

For the steamid bitm the only fix right now is to have that person reconnect &
it SHOULD give them their rightful steamid.

Restarting the server application doesn't fix the bug, so you have to
restart the entire computer which also runs other servers. So all of
those people get kicked as well.

Gotta love it. If I was trying to make a living off of selling
servers, I'd be pissed. But luckily I'm not. But it's still
irritating.

Yes, I have to restart my servers 5-6 times before they finally
initialize VAC properly.  On top of that, it takes 10-15 seconds for
it to say whether VAC is enabled or disabled, so people are trying to
join the server but they get kicked when I have to try again.

Oh, and then the other great bug when STEAM IDs stop working entirely.

Currently we have to reset our servers multiple times a day because they are
losing VAC.
Often a server needs 2 or 3 resets to get VAC back active.
We have 2 choices... Reboot a filled server (Looking bad vs ur players if
your constantly resetting servers), or leave server unsecured as result you
attracks 10 cheaters an hour on a full server.

We need VAC fixed asap as this is getting out of controle!!

I did not know that - I've never seen that version before. I don't even
remember where I got my original hldsupdatetool from - I think I've had it
since the beta, and it just keeps updating itself LOL.
