I wouldn't be surprised if it did. HLSW had to do an update after one of the last Steam updates borked access to our CSS server. They can't. There are very strict policies covering what is said by any Valve employee here or in any public forum. One slip of the tongue, and Valve gets sued and the employee gets fired.
