redirect your motd to an external webpage all you have to do is put
the link in with nothing else at all?

Here are two sample motds that I have.  One has scroll bar and the other
does not.  Firefox ignors the scroll=no option so this might be a limitation
on the client side.

It uses embedded Internet Explorer, so other than a few bright people who
know how to make Windows Use Firefox and those people who are using Wine on
Linux, you only have to worry about IE for HL1/2 games.

One way to overcome this is to replace the contents of the motd with an
address:

http://www.example.com/motd.html

Which will make the game load that web page as the motd, which can be any
size from experience.

Just use the motd.txt to point to a webpage containing the motd you want.
