David, just like Luna said. Any IP that is 192.168.*.* is a private
IP. The IP that you give to people who are not connected to your
router is your external IP. That can easily be found at a site like
http://whatismyip.com

Judging by your situation, I would guess that you want other people to
connect to it. So, instead of giving them the 192.168.1.47 and give
them the IP from the site above.

only port I have opened is 27015.

The IP address I've seen in your posts is a private IP address and no
one outside your router (in other words... the world) will ever be able
to connect to that IP address.  It's the job of the router to "route" IP
traffic from your external IP address (go find it) to port 27015 (or the
one you selected) of your server's IP address.

I saw an earlier post from you that had a message indicating that it
couldn't get an IP address and TCP/IP was disabled... you need to
correct that error first (if you haven't already).

The members of this list are very capable and many will be able to help
you but you need to establish the following first...
External IP address of your router.
Internal IP address of your server.
How does your server get it's IP address (DHCP or static).
Either way, DHCP or static, the IP address must be the same every time.
You are port forwarding to your (correct) server IP address on the port
you selected for your server.
You are not running a LAN server.  (others are better qualified to tell
you how to determine that).

the steam support board says you need to open ports 27000 - 27015 tcp,
27020 - 27039 udp and 1200 udp for steam friends. I open atleast the
first to ranges as i have had similar problems in the past with hlds and
srcds when these ports are not open.

Some people here would probably call me a fool for opening these ports
as it is a security risk but tbh honest it solves a problem and i have
never seen an attempted hack on them.

Ok, this is where it stands now.

sv_Lan is set to 0 in my server.cfg.

I don't have local access to the server.

I can connect to the server from my home through HLSW and it says it's
running on port 27015.
I can also see the server in the Steam server list but only from my home
connection.

I can see the console window even though I'm connecting through VNC
remotely.
