I had the same issue running xp sp3 - I did a system restore as there was a windows update last night that I downloaded after shutting down... The system restore seems to have cleared it up. I only went back one day. Give that a try and see if it clears up the error for you. I got that update this morning, but didn't try run it. Hopefully, since I left steam running, it automatically downloaded the fix.
