enough server, lots of basic things.

What's your upload speed: http://www.speedtest.net
I would try having one person on your server per 10kbps upstream if you have
more vehicles than people
if less or equal vehicles than people try 7kbps upstream per person.

Strange.  The server and bandwidth should be plenty but still getting 
lag complaints.  Server is running phx3, wiremod, doorstool, stacker 
stool, no collide all, and smart welder.  Could it be any of those 
addons?  The complaint is coming only when spawning vehicles or props.

This isn't my server I am trying to help someone else.

Garry's mod needs an insane amount of bandwidth.

I'm going to assume a tickrate of 33.

Set the following.

//Raw Bandwidth In/Out
sv_maxrate 5
sv_minrate 15000
//Updates per Second Out
sv_maxcmdrate 34
sv_mincmdrate 20
//Updates per Second In
sv_maxupdaterate 34
sv_minupdaterate 20

For 66 tickrate...

sv_maxcmdrate 67
sv_mincmdrate 30
sv_maxupdaterate 67
sv_minupdaterate 30

This should set a moderate-heavy allowance for bandwidth, in which the
minimums and maximums are forced on clients. If your friend can handle the
bandwidth and his CPU's not being maxed out...this will probably help.

Adjust as needed.
