[hlds_linux] Newbie question, plus racist player I'd like to ban from my server

First off, I'm relatively new at running an HLDS server. I can do it,
but I wouldn't say I was actually an expert at it! Is there a Linux
tutorial for this stuff that I can't find on Google because I'm a
moron? I'm running Debian. Anyone know of any help here?
Second, just a few minutes ago, I observed a player that was using
his/her spray pattern to post what I consider to be white supremacist
messages on the walls of de_aztec. This is MY server, and I am offended
by this activity, as I would imagine any other players that would be
playing on my box as well.
I have the offending player's STEAM ID. How do I ban this jerk from my
box permanently?
And last, should I submit this Neanderthal's STEAM ID to VALVe or
somebody? (Apologies to all you other fine and upstanding Neanderthals
that may be reading this.)

banid steamid will ban the steamid. I usually use hlsw which makes
banning and unbanning players easy, alont several other things.

As far as I know valve doesn't ban random players based on their
actions. There is nothing illegal against being a racist and if a server
admin wants to run a racist server, so be it. You CAN however ban the
player from your server since YOU set the rules. In other words, I don't
believe valve can nor wants to get involved with issues like this.
Generally the server admin sets the rules, not the game developers. The
exceptions to this, of course, are Massive Multiplayer games where the
developers are the server admins.

Here is a basic (and a bit out-of-date) guide to setting up a server.  I
should really update it.  I mean, 4 CS servers on a 1GHz box, really...

You can ban somebody permanently by typing:

rcon_password your password
rcon banid 0 steam id kick
rcon writeid
Obviously replacing the required bits with the appropiate information.

You can save yourself some time if you install amxmod.  There is a plugin
amx_chatrespond that works great.  Works great, just set the trigger word
and set the response the script should take...ie kick or ban..etc.

search for amx_chatrespond

It won't prevent what someone spray's or uses for their name, but it will
punish for specific words you set it to trigger on.

 reinstalling 1.5. Last night I joined them and had a blast playing CS as

Well, good for you then.

 With the Steam hlds using excessive CPU on the most powerful of boxes,
 and the continual breaking of CD/AMX/etc, I'm seriously starting to
 re-evaluate the merits of running it compared to 1.5.

1.5 was updated once.. to 1.5.. that's why steam breaks addons, because it
updates. Personally I haven't had that big a problem with updating my
server, it's a lot worse with the client.

Have anyone else noticed a higher load since the last upgrade?

Mine seems to have bumped up a 40-50%...

It's hard to tell

I run three 12-Player servers on my machine.  I see the cpu spike up to 50%
when there are players in there... That spike will last a few minutes...
then it will go down to regular percentages weird?

i run a mrtg graph tracking the cpu usage on a 16 player cs public server,
and i cant see any significant increase.
hardware: p4 xeon 2.4 ghz, 1gb ram
os: debian stable, kernel 2.6.1
