I'm fairly sure you can get away with just copying the DLL files out
of the Steam install folder to your server directory, works for me on
wine.

Thanks guys, managed to fix it. Got an error in the script around
where it tried to write the core file but just commented that out for
now, was throwing up messages about missing srcds_i486,
bin/dedicated_i486 etc, are these files included? Am I doing something
wrong?

There was an email a few months ago from Zoid discussing masterserver
changes, there was some discussion about sv_region being depreciated
because it's being returned by location but I never recall seeing if
it was confirmed.

One of the major new features is the new Masters should return
dedicated servers ordered by their geographical distance from the
player requesting the server list, making for lower latency and better
connections.

I've had this for CSS (and only CSS), it's a messy workaround but I
just created symlinks to the hl2/cstrike etc folders within the extra
orangebox folder it's trying to make.
