I've the same problem with a Intel Celeron 2GHz. The processor use more cpu resource than a Intel Pentium 2GHz with the same install of CS. I think the hlds executable have best performace with Pentium processors. I'll change the processor for an Intel Pentium 2,4GHz. First off, is it a listen server or dedicated server? If its a listen server you probably don't have enough RAM (even dedicated it might not, but with only 1 person joining it should be fine).
