That spam usually means like demoman stickyjumping or similiar event 
where player gets pushed away to some direction rapidly by some physics 
event. That spam is usually harmless though.


Though i've seen some cases where it basically spams through console 
over and over untill the map changes.

There is an extension you can use to stop it over on Allied however it
should have been fixed long ago by Valve and not needing to use a 3rd party
method to suppress it.

In this context, clamping is something you do to ensure a numerical
parameter says in a certain range.  For instance, you might want an angle
to stay in the range -180 to +180 degrees, so anytime the parameter is
outside of that range you clamp it to -180 or +180 (or use fmod or
whatever).
