I also was kicked with the "steam account in use" message, and proply changed my password just in case, but that was before the "Game not owned" problem. Your ID can be in use on ANY server, and you would get that message, not just the server your trying to connect to. The problem seems to have corrected itself for the time being. They work but obviously with no VAC security you have to be on the server the entire time to watch for people with hacks. I found that disabling hlguard allows the users to connect on my server. Not sure if that's the case with everyone. I've seen on the forums where people have disabled amxx and such with positive results.
