This was the last official word on Friday, March 25th, 2005:

For people playing multiplayer games, there will not be any visible difference 
while we're conducting the beta, but we will be logging cheating violations 
into our database to make sure it's ready for general release. This will be the 
last public notice before the system is released and active for everyone.

Do server admins get to see cheating violations found by VAC2 also? This
would be a nice feature so we might be able to compare with cheaters we
actually see (obvious speedhacking, aimbot, etc.) with what VAC2 finds
in logs. This would bring a little more confidence to my table for what
VAC2 is finding.

Using this flag at this time will prevent legitimate users from being
able to connect to your server (on the order of 20% of all users). Right
now the beta test only involves testing our connectivity code, it does
not exercise any cheat detection logic.

If you want to help us solve our connectivity issues then use this flag,
but be aware that you will be prevent users from playing on your server.
In particular, if you see people being kicked with No Steam Logon
errors and they are technically savvy then please ask them to contact me
to debug the problem.

Alfred, after adding -vacbeta to the command line, where do you add
sv_secure 1?  I had my server host add -vacbeta added to the command
line.  But it is still forcing sv_secure to 0.  Is this a mistake on
their part?

The sv_secure flag is read only, it is set when you specify the -vacbeta
flag AND after the server has logged into the VAC backend. If you see an
error on startup in your server console about being unable to connect to
steam then you need to debug the problem. See my posts from last week
about how to debug UDP connectivity problems.
