Thanks for the response. I will look into mani-mod. Those cvar's are
not valid in HL2DM though... at least they do not work for me. I have
used those or the equivalent of them in CS servers and even TFC, but I
can't get anything to work with HL2DM.

Does anyone else have any suggestions? Perhaps maybe Alfred wouldn't
mind shedding some light on this?

[hlds_linux] pre-match and spectate cvar's in HL2DM

I think you need to check out some forums and maybe install something like Mani 
Mod.
regardless of using on of the mods in match mode, you can always do it the old 
fashioned way:
First, make "mp_autoteambalance 0". then, "mp_limitteams 0" Then people can 
join the team they need to without being autoteamed to the wrong one. and if 3 guys for one clan 
show up and there is  only one from the other, the limitteams 0 will make it so they can join the 
proper teamright away.
then after everyone has joined  and is ready for match start you can simply do 
"mp_restartgame 5"
where 5 is the number of seconds before it restarts.  It resets the time and 
the scores.
