Are you running HLGuard? If so, turn off the WH block, that did it for me.

I'm running 2 servers on my 1.2 Ghz AMD machine and have had no problem
at all before last month when I upgraded HLGuard to the latest one.
Before that I had 3 servers on it, but I did as you, tested lots of
things. Anyway, after setting hlguard 4 off (WH off) the CPU and load
dropped drastically and all the ping spikes where gone.

AFAIK VAC handles WH pretty good now??

Just because you have a 100mb drop doesn't mean the network isn't having
problems.  We moved to a crappy network once
**cough**CapitalInternet**cough** and we would have super low pings, but
then huge spikes and rolling hills on the net graph about every 5-10
minutes.  Some networks just aren't good enough for games.  Moving the
servers to a better DC fixed the problems.  We spent over twice as much
now, but definatly worth being at a quality DC.

Unless, of course your not colo'n it, and then ignore my email and try to
give a better description next time ;)  But I have a feeling your on a
saturated network.
