Shouldn't have to re-install. I ran the server manually and ran
setmaster.
It still listed that bad server so I manually removed it. sv_region was
set
to 0.
I think when you're running hlsw, its reporting back some text info
regarding how to set sv_region.
I don't have any way of checking the server from where I'm at, but can you
run the setmaster command and see what it reports? I restarted the
server,
since I don't want to be running it from the command line.
If 207.173.177.11 is listed, you can remove it with "setmaster remove
207.173.177.11"

That is right, the offending box was taken out back and shot, the only
problem is that game servers don't request a new list until restart.

As I understand it they had a problem with one of the Steam servers
(traffic filtering troubles). So they just replaced it with another
server. For your and my servers to know about this, we just need to
restart.

You should only have a problem if the "setmaster" command returns
"207.173.177.11" and "207.173.177.12" only. If it does then restart you
server and it will fix itself.

The problem has been found and fixed, if your server isn't listed on
the master server lists (or in particular has only 207.173.177.11 and
207.173.177.12 as its master servers, found using the "setmaster"
command) then restart your server now and it will pickup new servers.
The problem was caused by one of our ISPs incorrectly filtering
certain UDP traffic to our servers. We are tracking down why right now

but in the mean time we have setup master servers at different
locations that will be unaffected by the filtering.

That drop is unrelated to the update (the update was 12 hour before
the drop, and the drop was extremely sharp which doesn't match the
update profile of servers). It appears that there is a UDP
connectivity problem from some parts of the world to our US based
servers, we are investigating it with our ISPs.
