Sounds clear. But i also tried only one singel Server on the machine. 32 
slots tick 66 with standart fps_max 300. I guess a AMD X2 5800+ with 4 
GB of RAM should be enough for one server. I watched the same issue. 
Your Answer also do not explain why i can have a full 12 slot server 
with tick 100 and high fps and getting no drops even the high slot 
sevrer is full and getting the issue

I have XEON X3360 (2.83GHz, 12MB, 4core) and I'm running one DOD:s. Process 
takes only one core and I can handle one server with 33 players when running 
66ticks. Some times fps drop to 500. But most of the time I get stable ~950. 
Even on maps like colmar and jagd (dam. who created them?), but when I run 
server 100ticks, on some maps (again, jagd and colmar) fps drop below 100 
and can't handle the stable 100ticks. So that's my example.

You are likely running too many slots for that old CPU. I think it can't 
handle that many players.

I use arrowup to send the stats-command so the interval is about 0.5 sec
between each execution.
I always get a drop down to around 5-10 fps then it immediately goes back
to
normal. No specific interval between the drops, they seem to come at
random.
With players online it drops more frequantly and the CPU usage is
sometimes
redicilously high, up to 80%.

Apache/MySQL/PHP also running on the server and nothing more.

Any ideas?!

slackware 10.

  between each execution.
  I always get a drop down to around 5-10 fps then it immediately goes

  With players online it drops more frequantly and the CPU usage is
  sometimes
  redicilously high, up to 80%.
 
  Apache/MySQL/PHP also running on the server and nothing more.

Now I've installed a totally fresh hlds + cstrike copy and made NO changes
to the default setup. When I start the server I get the same results, 5-12%
CPU usage and FPS drops with 0 players online.

When I updated from 29 to 31 things got even worse, CPU usage skyrocketed to
50-99% with NO players online.

I have to report seeing the same drop. Servers which used to be 90-120
and mostly sit at 100 solid now freely fluctuate from 40-110 and are
all over the place.

I've not checked out what the in game experience is yet though.
