When we last ran a vanilla event we used tNoUnlocksPls
v0.4.6https://forums.alliedmods.net/showthread.php?p=1319084, worked
fairly well last time I used it but we only used it for a short
event (players wanted to use their unlocks after a short while ;) ).

I would go with the native solution that's build into TF2, which is
the item_whitelist.txt. An item_whitelist_example.txt should be
provided with your server installation. I think deleting all the lines
and setting unlisted_items_default_to to 0 should do the trick.

In the long term, I've found TFTrue http://tftrue.redline-utilities.net/ to be 
more reliable and a smoother operating implementation than tNoUnlocksPls.

the unlocks so that we can play the game as close as possible as what  
we can call TF2 Classic on selected servers?

end to bring new players, etc.  However, there are players who feel  
that all those unlocks are changing to game to something that we did  
not buy and do not quite like as much.  Having the option on our

This wouldn't really be in any use for league plays.

All known leagues (EU : ESL, ETF2L, America : CAL, CEVO) are allowing
unlockables weapons, so even if there was a cvar/command, it wouldn't be
used. If they want to restrict unlocks, then they can just tell people that
it's not allowed, and people won't use them. If they do just punish them.
What's the problem?

This is the same for class limits, almost all leagues are not using the
cvars valve put in the game for this, because they just made rules about
class limits, and people respect the rules.

rules than it is to constantly wonder if abuse complaints are legit when

ETF2L, which is the most popular league in Europe (270 teams) don't, just
because since the start of the league (in 2007 sometime after TF2 release),
there have never been a single complain about class limits rules being
broke.
I am admin of an other European league, which also exist since around the
same time and there haven't been either any complain AFAIK.

Anyway, seeing that most important leagues want to use the unlockables, they
would not use a cvar to restrict them.

I wonder what was the league you were talking about which want to restrict
unlockables, but it's probably not one of the most known.

 As much as I like the unlocks this is a very good idea, especially for 
 league play!

Seconded from the competitive point-of-view. We've run a few TF2 
tournaments at our LAN events, and it would really help even the playing 
field for this (and if particular competitions didn't want to have 
'vanilla' mode, they could just leave the option unset).
