More specifically, delete the .blob files which are in the .steam directory.
They are what muck things up in this manner.

Well, I've gone back to my original install procedure to see if something
would update different and it didn't.

The process, again, is:

wget http://www.steampowered.com/download/hldsupdatetool.bin

chmod +x hldsupdatetool.bin
./hldsupdatetool.bin
type yes
./steam
./steam -command update -game tf -dir .


Why would this give me the wrong dedicated server version?

I'm again getting:
