Exactly. 
 
I always joke about fixed pitch instruments like Vibraphones and Triangles  - 
especially when someone else is out of tune I jokingly turn around to the  
triangle player and tell them they're sharp or flat.
 
Actually you could tune a Triangle or a Vibraphone. All you need is some  
sandpaper or a welding arc and some patience.

Yeahbut... Even a natural horn needs a tuning slide and some terminal 
crooks, or it would be forever in one (right or wrong) key.

soloist of the horn section, the principal, what might be
wrong with it. Risking a high class concert ??? And these

I can answer this questions only partially. 
 
1. Howard Rachofsky (and his wife) are listed in today's Dallas Morning News as 
being among the world's top 10 collectors of art. (Their specialty according to 
the article, is contemporary art.) So, his interest in the arts is obvious. 
 
2) Every principal player (or almost every principal) in the Dallas Symphony is 
the recipient of an endowed chair. Why did Mr. Rachofsky endow the principal 
horn position? I don't know, but I can offer two possible reasons. First, 
perhaps because he is particularly fond of the horn (for which we applaud his 
great taste) or perhaps that was one of the positions available when he was 
asked to endow a principal chair. Or perhaps, for both reasons.
 
I hope someone in the Dallas area (or elsewhere in the country, for that 
matter) can fill in the blanks.

Don't be in a rush.  Go out of your way to try any you can get your hands on.
 
Audition them with your regular mouthpiece.  You'll probably get as much use 
out of it as a Bb horn.  It will take some time to find a true descant 
mouthpiece that will be smooth over the break, and interchanges well with your 
normal full range mouthpiece.  A screw rim model with a scaled down version of 
your normal rim is a logical place to start.  A deep cup will give the best 
instant results, but physics says proper cup depth should scale with the length 
of the horn.  I've come to favor a shallower cup with a bowl shape to lower the 
pop frequency.  It sounds shrill and hard initially, but the darkness comes 
right back, because that's the sound I work to get.  The complex upper partials 
are the key to blending the Bb sound with the F alto.  Playing the horn as a 
full range double Bb gets you well grounded into the real tone potential of the 
instrument.  I routinely use mine for playing fourth horn for its agility in 
the low register.  Having the F alto available to the sect
 ion for high, exposed entrances is an interesting resource that has been a 
relief to tiring principals.  Just owning a good descant, even just to loan, 
has gotten me enough extra gigs to pay for the thing.  I even rent it out.
 
Don't get a horn with a large bell throat.  A large bell descant is a 
mellophone.  Medium throat works fine.  It preserves the upper partials needed 
to blend the F alto to the Bb.  It also makes the whole horn very agile.  If 
your regular horn plays symphonic works well, you'll find yourself using the 
descant, full range, for solos or small ensembles.
 
Make sure you have an F valve available.  If it comes on the horn, great.  If 
not, have an F crook made for the stopping valve.  Having the open F notes 
available is key to using the horn full range, as a double Bb.
 
As far as quality, Bob Osmun sold me my Paxman 42M, used, at a very fair price. 
 I could probably sell it to you for considerably more, and still give you a 
good deal.  Basically, it costs me the price of the cash I've got invested.  I 
use it as much as my double.  With Geyer sections becoming more prevalent, I'm 
using it more and more for section work and jazz/rock work.
