I don't agree. I do think this is a consistent way of working.

 There are hundreds or even thousands of programs that work this way.
For example the simple mode: There are more programs that use child
windows. If you close the child window (panorama editor), the main window
remains open. If you close the main window (FP window), all child windows
are closes as well.
And the same for the advanced/expert mode where the panorama editor is the
main window and the fast preview the child window.

Multiple window/pane programs can have different behavior though. Some work
like: If the child window has focus, it's the only window that is active
and usable and the main window remains in the background.
In other programs the (floating) child windows function independently of
the main window apart from the "quit program" action which only works from
the main window, like hugin or gimp.

I never have 360x180 panos. I make high-res partial panos (like e.g. 5
wide, 3 high. Sometimes completely stacked, sometimes with only 1 or 2
photos (the "difficult parts" w.r.t.  exposure) stacked).
Being a lazy user I always start in simple mode; If that one does the job:
Great!
If not I open the panorama editor and do the work work there; and yes I
also had to adapt to the way the windows work, but that's switching from
old to new. And yes: it works consistent.
(And if even the simple mode with panorama editor isn't sufficient, I of
course switch to expert mode which is of course necessary with stacked
panos.)

And that I'm used to that maybe has to do with the fact that I do work
now about 6-8 months (maybe longer) with the new Gui since Thomas started
that, and you only a few days (really no pun intended) after maybe years
with the "old" gui.
