msg IKT00405I

After APPLYING lots of PTF's to my z/OS 1.4 system, I am getting msg
IKT00405I
when trying to logon to TSO on a locally attached terminal. Logon thru
TELNET is OK.

No changes made to VTAMLST or VTAMLIB.

Anyone had this problem or  have an idea?

Suggestions?

Haven't had the problem in years. Guess first place to start
is PTFs Applied report and see if any of them have ACTION,
DEP, or EC requisites. The text of the PTF should have
instructions to be followed.
 
If ISTINCLM wasn't hit, what about ATCSTR00, or ATCCON00? Primarily
concerned with buffer sizes and numbers. 
 
If you're using custom logmodes I'd reassemble the MODETAB or
try one of the defaults in ISTINCLM matching the characteristics
of the terminal.

In the process of trying to identify the cause, I replaced my ISP.SISPLPA
library with the old ISP.SISPLPA library from my current running
system, and guess what.. no problem with the locally attached terminal.
This is real bizarre. I checked my SMP/E SYSOUT from my
APPLY and had not hits to this LPA library.
