If the datasets are all gone, delete the aliases, then delete the
catalogs.  Requires access to master catalog.  Of if you can take down
LPAR, IPL from your rescue IPL volume.

The volumes are empty except for catalogs, and he varied them offline.
So he needs to delete empty catalogs, move catalogs with data to new
volumes or move the volumes to a new UCB.

If you are varying volumes offline, I assume they are being emptied,
and your list above shows just catalogs.  About 3 years ago, I needed
to Reorg some of our catalogs, using
 http://www-01.ibm.com/support/docview.wss?uid=isg1II13354 .

First, I would run the IDCAMS LISTCAT ALL command.  This will list all
aliases and datasets in that catalog.  For catalogs with nothing but
aliases, you can just delete the Aliases in the master catalog,
deallocate the catalog from the catalog address space, and delete the
catalog, using some of the commands from the IBM Info APAR above.  If
there are datasets in the catalog, you need to follow *ALL* the
procedures in the IBM Info APAR above to move the catalog to a
different volume, which will require an outage for the datasets in the
catalog.. Or if you don't want to take an outage to move the just the
catalog then you can move the entire volume to a new UCB with TDMF,
FDRPAS, Etc without an outage.

Once the catalog is off the volume then you can vary the volume
offline and re-init as spare.

For datasets allocated by your TSO session,  if you issue 'ddlist' command, you 
can look for datasets that you currently have allocated that are on the volumes 
in question.  Once found, you will have to discern if they are allocated in the 
actual logon proc,  or logon clist or rexx, or dynamically and  deal with them 
accordingly.

For CATALOG,  issue console command   'F CATALOG,ALLOCATED(vvv)'  where 
vv= volser,  to see what catalog(s) are on the volume that will need to be 
moved.

There are probably vendor tools (shareware, freeway, $$$) that can help.  You 
need to identify what datasets are on the DASD that are OPEN.

However, you will need to do this manually

What files are on the DASD?

Who do they belong to?  Is there something like a DUMP dataset used by an STC

Is there something writing output to SYSPRINT that is a dataset on the DASD

JES2 could be a PROCLIB, but could also be something else

Could the JES2 INIT DECK be in a dataset on a volume?


You can use

D GRS,RES=(*,dataset-name-here)


You might need to do each and every dataset until you find the culprit(s)

STATIC PROCLIB's and dynamic proclib's allocated. 
using $DPROCLIB ? did you try that? 


vary the device address back online and look at the dataset entries on the 
volume via 3.4 or ISMF, that may give you a clue as to what had the volume 
allocated.

Ok. Then you don't have dynamic proclib enabled.

You'll have to look in your JES2 procedure and see if any of the allocated 
proclib datasets are on those volumes. If so, you'll have to do some ugly work 
to get JES2 to unallocate those volumes.
