We license HLASM for z/VSE. It works great.

In fact, my FLOWASM SPM exit has conditional assembly so it assembles 
and works under z/VSE as well as z/OS and z/VM. Haven't gotten around to 
Linux for z yet, but HLASM runs there as well...

John,  As bright as you are, you will learn the VSE rapidly and I suspect not 
have hardly any problems.  The names are different but many of the concepts are 
the same.  I have developed in both environs for years easily and you are a lot

We migrated from z/VSE to z/OS in 2010, and while to this day I still try to 
enter CA-VOLLIE (our VSE editor product) commands in ISPF I don't recall ever 
trying to enter VSE JCL statements in to MVS JCL.  :-)

John, you are good at reading technical documentation and z/VSE is just a 
little different way of doing (some of) what z/OS does.  I doubt you will have 
any long lasting difficulties with installing and maintaining it.  There will 
be a learning curve to start with but nothing you can't handle.  There are 
plenty of people around that will be glad to help when you need it.  The VSE-L 
list is an excellent place to get help.
