I must admit that when I saw your post, I thought
I was seeing double or something... :-)
I have never used HCD/HCM, and thought IODF
was purely a z/OS concept. 

Anyway, I took a look at that manual you mentioned, 
and it has a section on activation:

No... I didn't *read* it... but it does look like it ought
to have the answers you need, particularly 1.7.5. 

Yes I saw that section. It describes how to use HCD  the CBDSACT
exec. It doesn't describe anything regarding HCM. My question was
Is there a method to use HCM to activate a new IODF?

Several years ago (2003) when researching whether HCM was a replacement
for HCD I recall HCM could be used for updating and creating I/O
configuration information, but HCD would still be required for dynamic
activations.  I don't believe this has changed.
