For the systems supporting CMS users, we
include a security policy reminder and upcoming events impacting availability. For
the systems hosting Linux guests we set only the security reminder, since the
Linux guest console is often never touched or looked at by any human for weeks
on end.

For 
the test systems a big message with lots of white space to alert people they are 
on a test system and not production. Yes, some just do not see the system 
identifier in the lower right corner.

For 
the production systems, information for contacting the Help Desk and Security

I see the LOGMSG used to convey:
- Notify users of future system outages (not very useful in a server-only 
environment)
- Security classification 
- Confidentiality requirements
- Retention requirements

In addition to being a nudge to the user, the last three items also 
provide some measure of system-generated labeling on console logs.

Notify users 
of upcoming outages or of important activities that are about to or have 
recently happened (such as new release level, switch from old to new CMS as 
default, etc.). Typically, the SYSTEM LOGMSG file is a short-lived 
file.Most of the year, there is no logmsg.
