It says about breeding:

A unique breeding assessment system was established in 1950 with a
scoring index for registration of individual traits on a linear scale; the
traits are
judged in breeding field-tests (Árnason et al, 1994; Hugason, 1994). Ever
since,
this system has undergone continuous development where marketing objectives,
among other things, are considered; affecting what traits are included in
the
breeding objectives and their weighting proportions.

 Sounds like a moving target.

And if for no other reason (and there are plenty of others) BLUP, as
supposedly used in the Icelandic breeding evaluations, fails right there,
before you look any further. From a pure math and statistics point of view,
you can't have a clue how well you are achieving your goal if the goal is
moving all over the place.
