Well, there exists one #ilugchennai in irc.freenode.net server which was created somewhere around 2004. But it is barely used and hence been lying there abandoned. I have been working hard to promote ##linux-india as an all India channel and am proud to say that it is *the* place for the Indian FOSS community to meet.
