Technicaly this is possible. You need to setup NAT and dial on demand in

Debian and  RHL installation CDs  can be used  as rescue CDs.  I never
create boot floppies for Debian  installations. CD#1 and 2 can be used
as boot/rescue CDs.

I  upgraded my  potato server  to woody  in a  single day  using  a 64
kilobits/sec leased line which gives a throughput of 4-5kilobytes/sec.

Getting packages from  an online source is good  only if you either
have a very small  total download or if you are on  a fast link. It
is quite  nice to  see up2date  running on a  computer hosted  at a
decent datacenter,  though!  Haven't used  debian much, so  I don't
know if  debian has  some nice offline  features that I  might have
missed out on.

Debian base is just 30 MB. You can have a server in less than 500 MB. 
Apt-get is a wonderful tool yaar. I daily updates my server.

AFAIK,  outblaze is  configured to  block all  mails from  dialup SMTP
servers.  ie dialup  users  running  their own  SMTP.  Such users  are
requested to use their smarthost to relay mails.

vsnl.net IPs where in the block  list for some time back. But now they
are not in block list.
