There is certainly open-source software to send/receive SMS. kannel, as recommended by Abhishek is a good option. It is pretty straightforward to set up, and people on this list can help you with any difficulties that you have. However, unless you Do you instead mean free SMS sending? Searching Google for free SMS India turns up many hits, but I have never tried any of them. Search for Kannel as the s/w and your mobile phone as the SMS gateway, downside : allows 5-6 SMS per minute only. [...] kannel works well, but a well-run SMS gateway is probably a better option.
