A sudden thought...if this application has a generic app icon, maybe it IS the
one from /System/Library/InputMethods and that's why the Finder cannot find it,
and the error you're getting form the finder is not as meaningful as I
thought...

Maybe.

I have a system running the same OS Version, and I don't have either an
application in the Applications folder or that component, but it does pop up
when I select "Show Keyboard Viewer" from the menu bar icon, once I enabled it.
Using Activity monitor I found that the application package is actually here:

/System/Library/Input Methods/KeyboardViewer.app

I suspect the references to the /System/Library/Components location may be from
an older version of the OS? It's in /System/Library/Input methods in 10.7 as
well, and /System/Library/Components doesn't have the KeyboardViewer.component
bundle, either.

Since your Finder is looking someplace else I suspect it's confused.

Before you go to the hassle of re-installing your OS or the application, create
a new user on your Mac and see if that user CAN use the KeyboardViewer. If so
the problem lies somewhere in your user preferences and re-installing the OS
will do no good.

Can not find anything named "KeyboardViewer" anything.

I guess I have to re-install the thing.

Thanks

It means that it couldn't find the actual KeyboardViewer program, which is a
built-in component of OS X.

I would first look to see if there is an icon for KeyboardViewer in the
/System/Library/Compnents folder.

If it's there right-click, and select 'Show Package Contents' and see if the
application package is in the Contents/Shared Support folder.

Did you perchance, follow directions like these?

If so make sure you didn't actually move the KeyboardViewer.app out of the
KeyboardViewer.compnent package, that would cause this sort of error.

Otherwise you need to re-install it, RE-installing OSX is a surefire way of
doing it, although you might be able to use PAcifist to do it from your OS X
installer disk. If you do that router immediately re-apply the 10.6.8 combo
update, to make sure any updates are applied.

It MIGHT be a corrupted application cache, you could try running applejack
before re-installing it if the app is where it's supposed to be.
