Just thought I would keep you up to date.
They are looking at my audit still from 2006.  Starting in the 2002 funding 
year, you were suppose to have a public notice and public hearing to address 
technology protection measures.  Which I didn't know about or didn't follow.  
If you do not, the USAC may be able to recover dispursements from the 2002 year 
to  whatever year you did the technology protection measure public hearing.  
Once I got the findings from USAC, (fall of 2009) at the next board meeting I 
did the public hearing.
They want to know what day the public notice was put out (which we don't have 
that date, just according to law it must be 24 hours prior to meeting) and then 
minutes from the meeting.
I did ask if I was suppose to do this every year and the guy didn't think so, 
but you need to keep the record of when you did it so if they ask, you have 
that.
So long story short - if you have not had a public meeting and it needs to 
specifically state in the minutes that you talked about internet safety and 
CIPA compliance, then you better do it at the next board meeting.  If you are 
not sure, you better do it to have on hand for your audit.  I now have it 
scheduled every december we  talk about internet safety and CIPA compliance 
with our lightspeed system.
I don't think this will ever end.

Looking at the eligible items list it says that  SMART board  
Interactive Whiteboards are eligible with a GPV as Eligible as  
peripheral Device.


ANyone know what this means?  We have projectors in every room so  
buying bundled whiteboards make no sense for us.

The Call for Sessions for ITEC 2010 is now open. ITEC will be held at  
the Coralville Marriott from October 10-12, 2010.

Dale from USAC has told me it doesn't need to be done yearly but you must keep 
a record of it for every year to prove it was done.  I said it would probably 
be easier to just have on record every year talking about CIPA and filtering 
and that is what we are doing.  Now if you haven't specifically stated in your 
publication for board meeting or board meeting specifically then they can 
recover cost for the audited item back to your 2002.  You maybe required to 
reimburse USAC for those items.  Thinking about $35,000 to $45,000 that we have 
received on this item (less the 20% we paid on it).  They do not have to seek 
recovery but it might be a fight and we may have to negotiate a lower payback!  
We have in our published agenda Internet Safety - CIPA  and then in the board 
minutes we have stated that I presented on Internet safety including the 
Lightspeed Internet Compliance statement.  That can be downloaded from their 
website.  Don't know if it is enough but hope so.
This day keeps getting better.  Now I am looking for board minutes from June 
2001!

After spending most of the afternoon looking for our board minute books I found 
in July 16, 2001 I gave a presentation on Internet Filtering Software/Safety. 
 Luckily it was stated that way in the board minutes and on the board agenda it 
also stated that I was giving a presentation on it.  Hopefully that will 
satisfy the USAC.  The did clarify and say it only needs to be done once and 
should have been done by 2002 at the latest.  Amazing the crap I have had to 
get.  Just hope you don't get audited or are retired by that time.
BTW:  I love the federal government and the USF and FCC  They have been 
quite helpful and I am thankful for a caring, loving government :)
