I just re-attached the latest patch to run a build again. 

In the latest patch, I also remove region replica infos from in-memory states 
when restoring a snapshot. Could you please review the patch

I attached a v1 patch for this issue. I think we need to delete regions to 
remove from AssignmentManager and ServerManager when restoring a snapshot.

I attached the v2 patch. It seems like when RegionReplicas is enabled and a 
primary region is split, its secondary region will become OFFLINE. So the 
number of Offline Region will not zero in this case. I made the test ignored in 
the RegionReplicas enabled situation.

In the RegionReplicas enabled situation, it seems to me that the offline 
regions will not be cleaned up as well, which might be a bug. Similar to the 
restoring a snapshot situation, when restarting Master, the offline regions are 
cleaned up.

When I was trying to reproduce the issue in master branch, I faced another 
issue which I filed in HBASE-19893. It seems like master branch has another 
problem, so this Jira can be only for branch-1 branch.
