No, not yet, that I know of, that was a feature I suggested to Eric Damry a couple years ago, but FS was not interested. With a registry hack, I think you can run in Safe Mode with NVDA. There was also a screen reader called Optiguide that claimed it could run in Safe Mode but I have no experience with it.
