Exactly.  The 10-11 transition was a classic example.  I had to drop back to 
10, and the only successful way to do that was obliterate every trace of 11.  
However, when I dump 15, I'll probably do it the quick, easy way.  I avoided 
one minor corruption problem by simply redoing the configuration on 16 by hand, 
and manually importing the dictionaries.  Fifteen had acquired the annoying 
habit of booting up with JAWS following PC--one crash too many.  I know you can 
fix that, but the easiest way is simply not to transfer the faulty file.

The problem is that in most cases when in recent years I have had JAWS issues 
for which the cause could not be determined, Freedom Scientific tech support 
would recommend an uninstall and reinstall, and telling me to dump the old user 
settings.  So for these reasons, and as explained below, dumping the old 
settings can help a lot to keep old problems from creeping in to your new JAWS 
install.

wen set to beginner.
or, if you are wanting this behaviour in a program, just open the program, 
example, word, notepad, outlook, now use the quick settings, insert+j, now type 
verbosity, you should see result.

advanced; change it to beginner, and you will hear the longer prompts.  If 
you find that JAWS then talks too much in other respects, then the list 
under the beginner verbosity group should allow you to fine-tune things to 
your liking.

1, insert+f2=run jaws manager,

2, s=settings center enter,

3, type verbosity into the search edit,

now if you want this to be a global result,
press ctrl+shift+d=default,

arrow down until you hear;
verbosity level,
use spacebar to make choice,
you then can tab okay.
