Most laptops have a switch to turn on wireless, usually on one of the 
edges.  I'll bet yours is off.

Easier to just type in what you want from the windows start menu.  On my 
laptop, I can just type in wireless and it brings up the wireless networking 
aplet where you can turn it on, configure it, search for other wireless 
networks etc.

You only find control panel, network on xp only. With vista and win7, 
8 its network and sharing center.
