[PROPOSAL] Adding new milestones to Jenkins

Hi all,

So far, jobs are loaded at some moment between "EXTENSIONS_AUGMENTED" and 
"JOBS_LOADED" milestones on Jenkins startup. JCasC is more and more used 
everyday and it applies changes in the instance configuration between the 
same milestones, so there might be a collision between them. To fix this 
situation and prevent the instances/plugins from being unable to start, 
I've opened https://github.com/jenkinsci/jenkins/pull/4450 as a proposal to 
add some new milestone to Jenkins. Please, anyone interested in this to 
review the PR. Any suggestion, missing use case, concern ... is more than 
welcome and appreciated.

That issue, although it's in progress seems to be paused since 8 months 
ago. Maybe what Daniel says makes sense: disable or remove it and create a 
new plugin, but not a detached one.

Why don't disable DNS Multicast by default?

Hi all!

There are many opened issues related to DNS Multicast. The version of JmDNS 
used by Jenkins is an old one. Many of them should be fixed updating it (PR 
already opened ), but also 
I'm wondering if it's worth to change the default behaviour and disable it, 
so anyone who wants this feature enabled should use 
the hudson.DNSMultiCast.disabled system property. It does not seem to be a 
widely used feature.
