This creates UX complexity for novice Jenkins users since they don't understand all the implications of this choice.

Possible solutions:


	Allow plugins to express whether a restart is required and drive the install form based on this
	If Download and Install after restart will always work, make it the clear default choice (leaving the install without restart as an advance option for Jenkins admins who understand the implications).  Once nice UI for this option might be a "pulldown button" which defaults to the safest option, but which allows you to select the other optionsor you can just color the buttons so that one is clearly the suggested choice.

IIRC Install without restart is offered only when it is considered safe to do so. Plugins already do express when they require a restart; by default they do not. Agreed that the UI should guide you toward installing without restart when that is possible.

Updating a plugin always requires a restart.

Thanks for the insight into how it works.  It sounds like the best solution is to highlight the "best" button. By default, this would be "install without restart"...and in the case the plugin declares that it requires a restart, the "install without restart" would not be available, so "Download and Install" button would be the only option.
