I mean operationally difference from JunOS to IOS/IOS-XR. In each case, policy must exist in config, but must not be applied to customer to achieve what you want. So I do not understand your need for Cisco to implement 'test', I do not understand what is missing, operationally. There is no such way to "test before apply " in Cisco. Thats one reason to choose Juniper ;) You could Create a Lab-Environment to test such things or test this virtually with Cisco VIRL. Besides that there is no way because as you wrote - Cisco will take everything and fires it live...
